As part of me evaluation of SVNSCC I am trying to do a diff to changes I
have made to a form in Microsoft Access 2007. The diff tool used is
TortoiseMerge. However the content of the files compared is not the content
of the form. I get the same content if I click on the View button.

I have been able to diff the changes when using TortoiseSVN to see the file
from Windows file Explorer.

The text editor I use reports that the encoding of the file encoding is
UCS-2 Little Endian.

The attached screenshot (dual screen) shows the results form using both
SVNSCC and TortoiseSVN to do the diff.
