'user:[user_name_here]' value returned by plug-in is making multi-user development inconvenient

You can solve the problem as follows. Removed the user details.

replace:
"http://192.168.0.0/svn/app_automate|user:user_name_here|rev:HEAD"
with:
"http://192.168.0.0/svn/app_automate|rev:HEAD"

Now seems to work for all users.

I agree, we each need our own SVN account and password, and we do each
have own own SVN account and password. In our case, I installed the
plug-in and selected it through the TestComplete IDE. After saving my
project files (typical .xml formatted files), a node was added to each
of them identifying the SCC plug-in, the path to the SVN repository,
etc. Also included in one of the attributes, is my personal SVN username
(this is the problem). If any of my team members checks out from the
repository, the project files have my SVN username stored in them. When
they attempt to make changes to the repository, a dialog pops up,
pre-populated with my username and requesting a password. I'm not sure
if the dialog is from SVN, or from the IDE, or from the PushOK plug-in.
I'm sure we can work around the problem by editing the project files
after getting them from SVN such that they contain own SVN username, but
I was hoping for a more elegant solution.

Usually (for example, for Visual Stidio) values of user names for SVN are
stored in system registry. Also, the IDE interface allows you to change the
user name for access to SVN. Password is entered once and cached. In your
case, you register under one name using different machines. This is a very
dangerous situation, you may have problems with editing information. For
normal operation it is necessary that each user has own account and
password.

We're using the SVNSCC plug-in with TestComplete. I noticed that my
'project' files each contain a node like the following:

The problem is that when another team member updates from the repository,
MY username is included in the project files. This results in multiple
annoying dialogs pre-populated with my username, and asking for a password,
when the other team member attempts to do any work.

Is there a way to parameterize this value such that it could be set to each
team member's own username. Perhaps by reading a local environment variable
or something similar?
