The best way to find problem is to use the debug dlls.
Download them here:

http://www.pushok.com/files/temp/svnscc_1720d.zip
or
http://www.pushok.com/files/temp/svnscc64_1720d.zip

Unzip to overwrite existing. You will find debuglog.txt and debuglog.txt
near the dll.

Send them to me for analysis.

as you can see, retrieving an App from SCC worked best with 1.6:

With the new 1.7 RC, I'm unable to perform the same operation:
