TortoiseSVN_RW_CR doesn't check out files as read-only

Hi, we're looking at buying your software for our development efforts and
have hit a snag. I downloaded the TortoiseSVN_RW_CR package from the
Download page, however when I checkout or update files from TortoiseSVN
they are not set as read-only. Inside of VS6 if I edit and commit them,
then they're set to read only, but otherwise they are not.

I also have the "checkout files read-only" option checked in the SCCProxy
configuration. Is there something special I need to do to the patched
TortoiseSVN client to get it to checkout all files as read-only?
