These files is used by VS.NET to test source control provider
capabilities. It performs this test always not depending with Source
Control system used. I not know reason how to switch this off.
VS.NET put to source control temporary file name and perform entire
set of SCC operations (add, checkout, undo checkout, remove). It
perform this each time you add new project or change bindings.
So, this is normal for VS .NET. This way it is designed. Some time
ago we tried to fix this on plug in side. We tried to detect such
"test" and simulate it, i.e. do nothing, but report correct status for
VS .NET. And sorry this was unsuccessful attempt.
Right now you can just remove such files from attic.
