svn.svn.exe in proxy works in IDE but not as Command Line

The .exe clients used with plug-in patched only for _RW patch. I.e.
they not fail updating read-only files. Plug-in itself removes or adds
the read-only flag when needed.
However, the patched TortoiseSVN, that can be found on our site have
both patches CR and RW. You can use it. Alternatively you can apply
patch yourself, or ask us to send the properly patched svn.exe to you.

The svn.svn.exe provided with svnproxy works correct when using from IDE.
But if you want to do some svn operations manually from the commandline, it
does not set the file to read-only. Is there some commandline option to be
used when checking out files to get them read-only?
