SVNSCC will not time out if server goes down

Please switch on "Enable online/offline background check procedure" option
in "PushOk SVN Proxy properties/SVN options" page.
It must fix your issue.

We use SVNSCC in the online mode. However, we have had a few instances
where our svn server is unavailable. In this case, if we start editing a
file, SVNSCC tries to get latest from the server, and just hangs
indefinitely. Pushing cancel on the dialog doesn\'t do anything.
So, we need the operation to eventually time out, and/or for the Cancel
button to work.
