SCC RW Monitor - never lock files, it only manages RO flag. If you have any
locked files that it is something else blocking them.

I changed the SCC RW Monitor service to monitor specific folders instead of
all subversion controlled folders. However, the SCC RW Monitor had modified
the attribute of previously monitored files to locked.

What is the best way to restore the attributes of previously monitored
files back to unlocked?
