Offline activation does not work?

Off-line activation differs from on-line only in way you transmit and
get data from our web server. In on-line mode this is done
automatically, in manual (off-line) you should manually copy this from
registration wizard to web page.
Activation count increased each time you get key for _new_ PC. And of
course blocking limit exist, but normally you should not reach this

I've try to activate cvs scc proxy, offline activation does not work. :(
Online activation worked, but activation count is increased each time.
Do I need to increase activation count with every install of this
application?
or is there a another way to activate?
(I think there is limit of activation count. I'm afraid of it)
