Yes, I have tried using the local access method ie
file:///C:/test/svn-test-repos
as the repository URL
Tried it, No change in the symptoms.

I uninstalled all SVN clients on my machine. Then installed the
tortoiseSVN (RW version) from your web site. I still get the hang on
attempt bind to any existing project.

We have repeated all your operations and it has not caused failure in our
systems.
Probably the problem in conflicts svn clients.
Try uninstall tortoiseSVN and to repeat attempt.
You can download compatible tortoiseSVN from our site.

Test repository? What is the URL of the test repository?
I cannot send the repository where I originally encountered this
issue. It contains proprietary code. I have attached a newly created
repository that shows the same issue when the repository is served
from a local server, ie
svnserve -d -r c:\test\svn-test-repos
on my WinXP pro workstation.

Every time I try to bind to an existing SVN project the IDE just hangs. I
follow the instuctions in the help. Open the existing project then
Files->Souce Control->Change source control. I highlight all items then
press the bind button. Then I fill out the dialog to point SvnSccProxy to
my SVN project on the SVN server. After pressing the OK button MSVS is
unresposive. Eventually I have to kill the MSVS process.

My SVN server version 1.1.3 running on Windows2000 server using the sv:
protocol. I checked out the working copy with tortoiseSVN 1.1.3 build
2502. The version of the PushOk SVNSCC proxy is 1.1.3_050125

Attached is an open office document with snapshots of three tabs of the
configuration dialog and all the dialogs on the way to the hang.
