Locked file in "Reserved checkout mode" is SCC_STATUS_OUTOTHER after IDE restart

( SVNSCC , MS Access 2013/entAscc/MS-SCC-Add-In, 1.17.13, Windows 8.1, x64 but plugin running in the x86 subsystem  )

I have checked "Reserved checkout mode" in the configuration. This creates
a lock on the SVN server (VisualSVN 3.3). And works as expected as long as
the IDE is running.
When I close the IDE while the file is still checked-out/locked and start
it again, this lock is still in place, but PushOK-SVN-SCC returns a
SCC_STATUS_OUTOTHER (and SCC_STATUS_OUTEXCLUSIVE) for this file even though
I am the user owning the lock.

If I look at the file properties in the "PushOK SVN Proxy properties"
dialog, it shows my username in the field "Lock".

To resolve this situation I have to use the "Break Lock" feature of
TortoiseSVN.
