GIT user set to "unknown"

I found that when I commit files using the PushOK plugin the user name is
always set to unknown. If I use:
git config --global user.name
The user name is displayed correctly.

In the "PushOk Git SCC properties" the user name field is blank. If I try
to set it and check the "Set as global" box I get "fatal: $HOME not set".

Windows does not normally define a HOME environment variable but rather
HOMEDRIVE and HOMEPATH.

So two things I would like to request:
1) Use %HOMEDRIVE%%HOMEPATH% for the path to the .gitconfig
2) If the user name is unknown don't allow a commit.
