This message could arise only in case when you work with this working copy
of project using SVN client higher than 1.4 (Command line SVN or Tortoise
SVN or ...).
In this case you have 2 ways:
1. By means of plugin (version 1.3) to get this project into new place and
go on working with it not changing plugin version, but in this case you'll
have to keep in mind that all SVN clients shouldn't be higher that 1.3
2. You update all your SVN clients to the latest releases and have no
troubles, so this is what we reccomend because the latest versions of
Subversion and PushOK's plug-in have many improvements and corrections.

I am receiving an error message when compiling my help system. We are
running Subversion 1.3 with your Version 1.3.x plug-in. Is it necessary for
us to upgrade to a newer Subversion?
