CVS Proxy does not update files after commit

We tested this with previous version. Unfortuantly it work similar. This
behavior not depends on us. IDE decides is it needed to reload file or not.
Sometime it reload it, sometime not.

This is mostly visual problem, since content of CVS tags does not matter.
CVS just ignore it and each time replace with actual data.

I just upgraded to the latest stable version of 2.0.

Normally when a file is commited it would reload in the IDE to should the
new expanded keywords.

It no longer does this.
