If you tell about SVN SERVER then YES.
You can use SVNSCC 1.4 and SVN server 1.3.
But you must not use two different clients.

For example :
SVNSCC 1.4 and TartoiseSVN 1.3 - bad case
SVNSCC 1.3 and TartoiseSVN 1.4 - also bad case
