Unicode checkin Powerbuilder 11 to cvsnt using cvs scc 2.1.2.4

We looked through this issue
Unfortunately it is CVS NT error.
On arising of compicated conflict in Unicode file CVS NT "corrupts" the
file by intermediate recoding. If programmer doesn't notice that in time
and doesn't fix it then the "corrupted" file will be saved in repository.
Probably for PB situation is more complicated because it tries to recompile
*.pbl file just after getting sources. Now we reccomend our customers who
has CVS NT not to use Unicode files.
Note:
SVN has no problems with Unicode files and if you require to use them SVN
may help you.

We have created a project in cvs to control unicode source.
PB/pushok initially added the objects correctly as Text/UNICODE.
However, if we checkout an object, edit and checkin, the file type is
changed to Text/ASCII and corrupted for PB. It cannot be refreshed back to
PB.

Setting the file type to Unicode in the plugin configuration screen seems
to have no effect. We have tried all combinations but each time the file is
corrupted.
