Today I have some additional tryes with svnproxy_test_utf8.exe - it
normally fetch with cyrillic named files, previosly commited by
TortoiseSVN. But it can not commit cyrillic named files.

My defaul system locale Ukrainian. Ukrainian language contain all rusiisan
alphabet.

The main limitation with national characters is that it working only
when you add files when name is on default system local. I.e. you can
add files with Russian names if you default system locale is Russian,
German if German etc. Can you check your default system locale?

I can'not be able to commit to repository files with russian characters in
name, or commit with russian message. I receive an error:

svn: Non-ASCII character (code 239) detected, and unable to convert
to/from UTF-8.

I tried also using fix svnproxy_test_utf8.exe finded in support tickets.
But this not change situation.

Can this error depended from version of my Subversion server (
svnserve, version 1.2.3 (r15833)
compiled Aug 19 2005, 23:10:39
), downloaded and instaled from subversion.tigris.org or localization
settings of my environment (Using ukrainian localization)?
