Internal cvs.exe is now CVS NT client 2.0.38. We will readress this issue
to CVS NT authors. However, we also use the *nix server, but not have
mentioned problems.

As I understand cvsproxy uses cvs.exe in any case to gain access to cvs
functionality, the only option is to use accompanied cvs.exe or some other.
When it uses the "internal" one it still reports an error on connection.

This is a screebshot for simplicity:

C:\Elite>Ok Software\CVS Proxy\cvs" -d :pserver:mende@dc:/cvs import -n
testcvs
cvs [import aborted]: /CVS: no such repository

I have checked it for GUI interface also - the same result.
