Problem of permission on CVS

CVS permissions are fully based on OS permission system. So just imagine
that repository just shared folder, and all users who use CVS need access
to it. Correct permission for repository folder on the server accroding to
this.

The problem is resoved.
It was just a problem of repository rights.

Can you help me how to configure cvs security on windows server. I want to
specify users rights on files.
