'keep check out' don't keep the file locked

Hello,

i checked out a file in LabView with PushOk and made a change. Then i
'check in' the file but activate the 'keep check out' box. On my computer
the file looks like checked out and locked, but when another user try to
'check out' the file, he can do this, like the file is not in use by
another person. So the lock mechanism faile and a conflict can occour.
Why can another user 'check out' the file when i marked the 'keep check
out' box?
