Well, I am ask you to verify this is more precisely. The IDE (like
Rose or VS.NET) can overwrite the selections in plug-in. For example
VS .NET switch on read-only flag after check-in no matter what makes
plug-in. I.e. it firstly ask plug-in to perform check-in, and plug-in
setup the correct state for read only flag. And after that it switches
it on, after control returned from plug-in to IDE.
Powerbuilder IDE have it's own configuration option for this. Rose can
conversely switch off read-only flag. Please check that. Thanks.

I believe that I've verified that rose files will remain writable
after commiting - even if the 'checkout readonly' flag is set.

Actually such option already exist. And it is known as "checkout
readonly" and switched on by default. The check-ins (commits) from IDE
should switch on read only flag on files.
Only one exception that can affect this is that if you use other CVS
GUI (like WinCVS) it should also have the similar option switched on.
By default WinCVS have this option switched off.
You can also apply "cvs watch" option to your repository. This
instruct CVS use readonly flag always when possible not taking into
account options.
