CVS CSS plug-in occasionally does not check-out .cs files

Most likely reason for this that the file loses the flag "read-only".
Perhaps any program modifies it. Verify that the flag change correctly.
After "Check out for edit ..." read-only flag is not set, after "Check in"
the flag is set.

RW-monitor starts when Windows starts and monitors the drive (C:) where we
keep our projects.
I use "Prompt for check out" option in Visual Studio 2008 and the prompt
window sometimes do not pop-up when I start editing a file. Unfortunately I
cannot identify the conditions when the prompt fails to occur. Sometimes,
one file is prompted for check-out and other files are not; sometimes,
every file is prompted; sometimes, the prompt does not appear at all.
We have the same problem on all computers where PushOK plug-in is installed
(all computers have Windows Vista Business 64 bit, VS 2008 and C#
projects).

Using CVS CSS plug-in version 1.4.2.5 with Visual Studio 2008 and C#
projects occasionally leaves some of the modified source code files (.cs)
not checked-out.
