"Couldn't connect to lock server" error message

This problem is caused with CVS NT 2.0.24 which shipped with version
1.2.040216. Now plugin shipped with version 2.0.26 which not have this
problem. Direct dowload link for plug-in:

Port 2402 uses CVS NT for file lock services.
New version shipped with new CVS client (CVS NT 2.0.24). Probably your
server have other version than the client. Some time this can cause
error (i.e. server and client incompatible).
Solution is to use client and server of the same version. For this you
can:
* Configure CVS proxy to use over cvs.exe than shipped with
installation. This can be done in plugin configuration window, pages
cvs executables.
* upgrade your server
If you use it with ":local:" protocol (file share mode), switch back
to earlier version of cvs client. Since it is seems that new one
always want to work in "client-server" mode.

I recently upgraded to your new version. Since upgrading, I get the
following error when I try to open a project under source code control:

commit: connect to localhost(homeserver):2402 failed: No connection could
be made because the target machine actively refused it. [commit aborted]:
Couldn't connect to lock server.

I am running Windows Server 2003 and using a local file repository.
