Checkin comment dialog no longer appears

In VS .NET you have two option to check in files:
1. From pending checking window. To enable comments there just press
to "Comments" button on the top of "Pending checkins window"
2. When you right click on file and choose check in.
In that case, depending on options, you can have "silient checkin" and
normal checkin. "Silent checkin" does not ask anything. And only
normal checkin ask for comment. Option to control this is:
Tools\Options\Source Control\General\Display silent check in command
in menus.

When i check in a file, the dialog that asks for a comment about the
checkin no longer appears. I havent changed any settings to my knowledge,
this dialog still apears for my co-worker. Can you please tell me how to
turn this back on?
